Work Update


The beginning of February project showed ERS collection at a cross roads in its endeavour to develop a service which will have physical and social impact in the Dilli community. By looking at the handover completed in January we were able to distinguish between the 4 (arguably five) different market sectors that are present in Dilli. These market sectors consisted of restaurants, cheap and expensive hotels, as well as both private and public schools. Different experiments were proposed for different market sectors. Together the February team completed the analysis of existing data and decided on a good experiment/ market sector to concentrate on.

An experiment focusing on schools in the Dilli area and using that as a means to tap into recycling has been put on hold. This was decided as a predominant waste product of schools was found to be paper and cardboard. This is a material which does not yet have a repurpose solution and thus is not a priority for the collection team. We also decided to not yet test the expensive hotels. As this segment already had waste collection services in place. This would make pitches and interviews difficult without another system ready and successful enough to warrant them replacing their existing system.

Furthermore, as a repurpose solution has been found with plastic bottles, market sectors focusing on this seemed to be a more optimal place to start. For this reason the design of UVP’s for cheap hotels and restaurants was placed at the forefront of the workload for the February team. The UVP’s were built with the focus of reliability and sustainability for a collection service to both cheap hotels and restaurants in the Dilli area. The test for this derived from determining potential early adopters based on research surveys taken by the January team. Once these early adopters were identified we were able to go out and meet with them asking them three main questions.


  1. Would you pay for a collection service of plastic bottles and aluminium cans?
  2. If yes, how much would you pay for this service?
  3. Would you be willing to pay for this service online?


The testing of these questions saw a somewhat positive response. However, at the moment the results saw a collection service similar to that of bag pay would have to come out of a customer centric service. There is a fear that this would pose similar logistical problems similar to those which occurred with the bag pay service.  Over the weekend and leading into week two we saw a need for a change as speaking and attempting to cater for a an array of different clients in a range of different areas would once again prove to be a logistical problem.

Finally the question of willingness to pay for a service online was mixed across the interviews which were held. It seems as though it is not commonly used in Timor and would require education if it was to be pursued further.

The waste collection system in Timor could be compared to a funnel. The top of the funnel being the customers including the small businesses. Here the waste is at its broadest in location, interest and specific need of a service. It is for these reasons that at this current stage the customer segment (top of the funnel) is too difficult to implement a new system into effectively. This is not to say that it could not work in the future.  

Therefore the municipal service can be seen as half way down the funnel. If it is possible to implement a recycling system at the municipal level this would give a situation where larger amounts of waste is able to be separated and recycled with less logistical issues. This seems to be a theoretically sound idea which has shifted to become the new focus of the collection team. From here we as a team have split into teams and are investigating the municipal system, different NGO’s that we can contact and potentially gain support from and lastly looking more broadly at our data from individual businesses as a means to gain a more directed scope as to what waste collection system will show the most positive response.
